policy paper indicates that there is shockingly little information on how the
funds have been used.

tracking is problematic because of the weak government and proliferation of
NGOs.
CGD
recommend the following steps to improve accountability of both public and
charitable funds:
Require more and
better independent evaluations.
Share Data through
the International Aid Transparency Institute.
Pilot Competitive
Bidding –even with the NGO sector.

Development assistance produces results but too little information about development assistance is available and there is a lack of transparency.
